Nurlybek Nalibaev was born in 1976 in the Kyzylorda region. Graduated from the Kazakh State Agrarian University, Kazakh Humanitarian Law University.
3rd year doctoral student of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.
Career:

2005-2007 - Deputy, first deputy akim of the city of Kyzylorda.
2007-2008 - Head of the apparatus of the akim of the Kyzylorda region.
2008-2013 - Akim of the Shieli district of the Kyzylorda region.
2013-2021 - Akim of the city of Kyzylorda, Kyzylorda region.
2021-2022 - Head of the Department of Regional Development of the Office of the Prime Minister of the Republic of Kazakhstan.
Since April 7, 2022, by the Decree of the President of the Republic of Kazakhstan, he has been appointed Akim of the Kyzylorda region.
